What is AARTO?
AARTO (the Administrative Adjudication of Road Traffic Offences) is one of the two fine systems currently in operation in South Africa. While the CPA system (Criminal Procedure Act) treats traffic violations as criminal offences, which can lead to court trials and criminal records, AARTO treats traffic offences as administrative violations rather than criminal offences. It focuses on adjudicating traffic violations administratively, aiming to decriminalize traffic offences and streamline the process.
Is the AARTO system operational throughout South Africa?
At this stage AARTO is only operational in Gauteng, specifically in the municipalities of Johannesburg and Tshwane (Pretoria), but it will be implemented nationwide in time.

AARTO for Fleets

How does the AARTO system affect fleets?
Unpaid fleet fines can lead to administrative blocks, additional penalties, issues with licence renewals and registrations, and even suspensions. Insurance claims may be repudiated and proxies can face arrest if fines are outstanding for too long and warrants are issued.

Additionally, AARTO includes a demerit point system which can impact fleet operations and, if not managed effectively, can lead to licence suspensions and additional penalties. Fines SA helps monitor and manage these demerit points effectively to ensure companies adhere to regulations.
